Prof Jeanette Baird

Jeanette Baird is Vice-President, Quality Assurance and Strategic Planning and Professor of Higher Education at Divine Word University in Papua New Guinea. From 2012 to 2015 she was an Adviser to the Department of Higher Education, Research, Science and Technology in Papua New Guinea, supporting work on quality assurance and other systematic improvements for the PNG tertiary education sector. In 2011 and 2012 she served as the inaugural Executive Director, Regulation and Review at the Australian Tertiary Education Quality and Standards Agency (TEQSA). From 2005 to 2011 Jeanette was an Audit Director with the Australian Universities Quality Agency (AUQA) and was AUQA’s Executive Director during the transition period to TEQSA. She has held management and academic positions in several Australian universities as well as management roles in public sector agencies.

Jeanette has developed quality assurance standards for higher education institutions across a range of countries and contexts. She has made numerous presentations on quality in higher education. Her international work includes experience in chairing university audits and in setting up external quality agencies. Jeanette’s doctoral thesis was on university governing bodies in Australia and she has published on university governance, accountability, quality assurance and higher education policy, among other topics. Her current research interests include higher education governance, quality assurance, and strategies for tertiary education in developing countries.
