Realising the national vision for tertiary education

Seminar 1: The Caravan Moves On: The Bradley reforms after 18 months – are they on track?

The Bradley report was released in December 2008 as the Global Financial Crisis was taking hold. It was generally endorsed by the higher education sector but had less to say about vocational education and training (VET). Though less than half of the funding increases recommended by Bradley were adopted (the government treated higher education as a deficit-creating cost, rather than part of stimulus package investment), most of the Bradley machinery was endorsed. But implementation has been slow and difficult.

Are the Bradley reforms on track? Do the government’s policies fulfil the vision, only sketched in the report, of a tertiary policy architecture that draws together universities with VET, and federal government with state governments? Are the 2008-2009 changes truly ‘revolutionary’ — do they meet the community expectations, fostered by the government itself, that a major upgrade in education, research and training will be implemented in order to meet future national needs?

Discussion will be led by Mr Kim Bannikoff, one of Australia’s foremost educational reformers, and the newly appointed Vice-Chancellor of Deakin University, Professor Jane den Hollander. Chair: Mr Conor King, Principal Consultant PhillipsKPA.

Speakers:

Mr Kim Bannikoff

Kim works as a consultant specialising in vocational education and training (VET) and its relationship with government and other educational sectors.  He has wide experience in education and training as a senior public servant and CEO in Victoria, Queensland, the Australian National Training Authority and the Commonwealth.  He is currently a member of the Australian Qualifications Framework Council and has recently completed a project for them providing advice to the Commonwealth Government on pathways “to improve the articulation and connectivity between the university and VET sectors to enable competency-based and merit based systems to become more student-focused.”

Professor Jane den Hollander

Professor Jane den Hollander is the Vice-Chancellor designate, Deakin University, commencing on 19th July 2010.  Prior to this Jane was the Deputy Vice-Chancellor Academic at Curtin University of Technology in Perth Western Australia.

Professor Jane den Hollander is a Celt – of Irish and Scots descendents.  She graduated from Wits University in Johannesburg South Africa with a first class honours degree in Zoology followed by a Master degree.  She was awarded a Fantham Memorial Scholarship for her PhD at the University of Wales in Cardiff.  Jane emigrated to Australia in 1993 and after six years at the University of Western Australia moved to Curtin.

Jane has a wealth of experience of policy development, management and leadership in the higher education sector, and continues to contribute to national committees.  She is currently a member of the Australian Learning and Teaching Council (ALTC), has completed a term on the Graduate Careers Australia (GCA) Board and was the Universities Australia Deputy Vice-Chancellor Academic Standing Committee Convenor between 2008 and 2010.
