Call for Abstracts for 2018 Special Issue of the Journal of Higher Education Policy and Management

International learning communities in uncertain times

This special issue of the JHEPM, will focus on the international engagement of higher education institutions, particularly universities, during a period of global uncertainty. The issue seeks to explore the agency that institutions and the individuals within them are exerting as they engage internationally, given current and likely future disruptions within the global geo-political, economic and social spheres.

For many advocates of higher education, enhanced reach through international engagement has become a high point of university education. Yet the outlook that provides the foundation for this borderless perspective is now being confronted by a political narrative in many countries tending to isolationism and self-interested nationalism. Higher education institutions may well find themselves increasingly misaligned with the political leadership of their country and possibly even with the sentiments of the citizenry they serve. Being oblivious or inactive in the face of this development is not an option.

How might higher education institutions best go about their international engagement in the face of the current challenges? How are universities, and the individuals within them, dealing with global uncertainty and disruption while operating internationally? How might universities need to re-consider their role and international outlook, or the expression of it, in the face of unsupportive populist political narratives? What agency is being applied and what might we collectively learn about actions being taken?

Papers are sought from different national perspectives focusing on conceptual issues, policy analysis and empirical studies, including especially case studies, across the following dimensions:

  • Strategy, policy and culture
  • Partnership and networks
  • Learning and teaching
  • Student and staff mobility
  • Student experience
  • Education for sustainable development
  • Transnational delivery
  • Internationalised research
  • International industry and community service

Deadlines

Abstract submission* (up to 500 words): by 15 December 2017
Notification of acceptance: no later than 29 December 2017
Submission of full paper for review: 26 February 2018
Submission of final papers: 23 April 2018
Publication: August 2018.

About the Special Issue Editors

Matthew Andrews is the University Secretary and Registrar, University of Gloucestershire.
Prior to that, he was Academic Registrar and Director of Academic and Student Affairs at Oxford Brookes University (2008 to 2016), and Director of the Graduate School (2005 to 2008) and Director of Undergraduate Recruitment (2003 to 2005) at Durham University.
Matthew has served on numerous national groups in the UK, including as Chair of the Association of University Administrators (AUA) 2012 to 2014. He serves on the editorial board for the Journal of Higher Education Policy and Management.

Dennis Murray is a Senior Fellow with the LH Martin Institute, the University of Melbourne. Dennis was Founder and CEO of the International Education Association of Australia (IEAA). He has 30 years’ experience in the internationalisation of higher education and has held executive leadership positions in a number of Australian universities. He was a member of the International Association of Universities (IAU) expert group on internationalisation of higher education and a member of the Advisory Committee for the IAU 4thGlobal Survey on Internationalization of Higher Education. He is an Associate of the Observatory for Borderless Higher Education. Dennis has researched, consulted and published widely in international higher education strategy, policy and management. He is currently Director of IDEON International Higher Education
